Abstract

Good governance is characterized by transparency, accountability, participation, responsiveness, adherence to the rule of law, equity, and effectiveness in service delivery. These principles are essential for Local Government Units (LGUs) to overcome economic, environmental, and social challenges, thereby improving community well-being. Despite this, studies indicate citizen dissatisfaction with public sector services. This study assesses the level of compliance with good governance in Barangay T. Padilla for the fiscal year 2022–2023 and proposes an enhancement program. A quantitative descriptive-correlational design was employed, utilizing researcher-made survey questionnaires as the primary data collection tool. A total of 200 respondents were randomly selected from Barangay residents, participating via online and face-to-face surveys. The questionnaire was pilot-tested to ensure validity. Data analysis was conducted using frequency and proportion, weighted mean, and chi-square tests. Findings indicate that Barangay T. Padilla generally complies with good governance principles—transparency, accountability, participation, responsiveness, rule of law, equity, effectiveness, and efficiency—in service delivery. The assessment shows that respondents’ socio-demographic profiles do not influence their evaluation, which is based solely on the Barangay’s governance practices
