Abstract

The declaration of a global pandemic on March 11, 2020, by the World Health Organization (WHO) marked a critical turning point in the battle against the viral disease COVID-19. This study explores the implications and urgent measures recommended by the WHO in response to the escalating levels of spread and severity of the disease. The focus extends beyond the mere acknowledgment of the pandemic to delve into the pivotal role governments play in curbing the virus's proliferation and mitigating its impact.

Examining the WHO's call to action, this research underscores the imperative for swift and comprehensive measures on a global scale. The urgency of the situation necessitates a collaborative effort, with governments at the forefront, to impede the transmission of the virus and prevent further escalation. The multifaceted nature of the challenge requires a nuanced understanding of the virus's dynamics and a strategic approach in crafting effective interventions.

Liberal and cooperative endeavors, as exemplified by international organizations such as the WHO, come into focus as instrumental mechanisms for addressing global health crises. However, the efficacy of such initiatives hinges on the active participation and prompt response of individual governments. Realist perspectives, emphasizing national interests and sovereignty, may shed light on the varying degrees of compliance and engagement observed among different nations.

This study contributes to the broader discourse on global health governance, highlighting the intricate interplay between international organizations and sovereign states in the face of a rapidly spreading pandemic. By examining the WHO's recommendations and the subsequent actions taken by governments worldwide, the research seeks to provide insights into the challenges and opportunities presented by the COVID-19 pandemic and its management on a global scale
